Joubin Pakpour,  P.E.   
Principal Engineer
Mr. Pakpour is a registered professional engineer with over 10 years of public works design and construction management experience. He has served as project manager and resident engineer for various water distribution, flood control, storm drainage, sanitary sewer and transportation projects throughout California. Mr. Pakpour currently serves as District Engineer for the Purissima Hills Water District, the Los Altos Hills County Fire District and the Skyline County Water District. He has also served as resident engineer during construction of several high profile projects in the San Francisco Bay Area. Mr. Pakpour’s role in multi-agency coordination and his ability to effectively work with stakeholders plays a pivotal role in the rapid processing of plans and timely management of the project design process.

Gary Ushiro,  P.E.   
Principal Engineer
Mr. Ushiro is a registered professional engineer with 14 years of experience in civil engineering design and construction assistance. He has worked on a wide variety of projects for municipalities and developers in water distribution, roadway, drainage, residential subdivision, commercial, and industrial projects in the San Francisco Bay Area. Mr. Ushiro’s responsibilities have included project engineer in charge of design of site improvement plans, specifications, cost estimates, coordination of public agencies, construction administration and support services through construction. He is a certified master hydraulic modeler on WaterCAD®.

Phil Harris,  P.E.   
Principal Engineer
Mr. Harris is a registered professional engineer with 35 years of experience in the design, review, rehabilitation, and construction supervision of water and wastewater related projects. These include potable water supply systems, sanitary sewer systems, storm drainage design and storm drain systems, as well as treatment plants for water and wastewater. He has served public agencies, private water supply companies, and industrial and commercial companies to answer their various water-related needs. Mr. Harris has presented white papers on related subjects, and is a nationally recognized water and wastewater expert. He is past Chair of the Environmental Engineering Division and Environmental Policy Committee of the San Francisco Section of the American Society of Civil Engineers.

Brandon Laurie,  P.E.   
Staff Engineer
Mr. Laurie is a registered civil engineer and has over five years of experience in civil engineering design and construction management. He has worked on a variety of municipal design projects, including transportation and water/wastewater facilities. Mr. Laurie’s responsibilities have included project engineer in charge of preparing construction plans, specifications, cost estimates, coordination with public agencies, and inspection and support services through construction. He is a certified master hydraulic modeler on WaterCAD®.

Victor Fung,  E.I.T.   
Staff Engineer
Mr. Fung has over ten years of civil engineering experience in construction management, design, and analysis of various municipal infrastructure and building projects. As a design engineer, Mr. Fung has coordinated design concepts and prepared construction plans and specifications for transportation and water facilities. His construction management experience includes coordination of subcontractors, solution of construction-related problems, and management of request for information and change order documents. Mr. Fung has prepared bid documents and has experience with construction estimating.
